That it is so hard to know what the intentions were behind any unfortunate action is a main challenge of the human condition. With our imaginative brains, looking back on our wrongdoings, we can even fool ourselves into thinking we "honestly didn't know better" or "did the best we could" to eschew accountability.

Regrets are not a bad thing in and of themselves either. They feel unpleasant, but they bring light to character flaws. Then we can grow out of them. We need to, otherwise we will keep on allowing petulant children who flatter our weaknesses and moral flaws to represent our country.
